Using your circuit tester, test the wires in the harness behind the 7-Way. That way you can determine if the power is making it that far which would indicate a problem in the connector itself. If there is no power there as well then it still could be fuses or relays. On some Nissan vehicles there is another relay that is in the in-cab fuse box. Use the owners manual to locate all of the fuses/relays related to the tow package and make sure they are present and working.

Since you have the proper relays in place, I'd check the tow package fuses and make sure they're in place and not blown. The online owner's manual I looked at didn't have a fuse diagram, so I'd recommend pulling the cover off the fuse box under the hood and checking out the fuse diagram on the lid to find the fuses for the trailer turn signals and brake lamps.
